Can a normal electrician install an EV charger?
It needs to be a qualified electrician who is competent with EV charger installations, which is not the same as any electrician, and certainly not a DIY or general-handyman job. The work is straightforward in the right hands, but it has to be done and certified properly.
A home charger is a dedicated, high-current circuit, not a glorified plug socket. It has to be installed with the correct cabling and protective devices, the earthing arrangement has to be right for an outdoor charge point, and the work has to be tested and notified under the wiring regulations. An electrician who does not regularly fit chargers can get the protection or the earthing wrong in ways that are not obvious until something goes badly wrong.
"Competent" in practice means an electrician with the relevant qualifications and EV-specific training. If you are claiming the government's chargepoint grant, there is a further point: grant-funded installs must be carried out by an authorised installer, so using the wrong person can cost you the funding.
The risks of an unqualified install go beyond safety. A poor job can trip repeatedly, fail to talk to smart-charging features, or leave you with paperwork that does not satisfy your insurer or a future buyer.
